The federal government is letting several armies of people cross our southern border.
Even though Gov.Abbot may send some of them home to DC it isn't nearly enough.

Political theatre. He can't force any of them onto buses. They can overpower the driver anywhere between Texas and DC and just walk off the bus. If he wants to do something deputize citizens and close the border. Or shut up.

If he could pull it off, it would be interesting...too many things to go wrong, as the other commenter indicated.
