I'm thinking the RCMP will find being outnumbered by angry citizens leads to little participation in their duties. Attrition will lead to the loss of the good officers, and the culls will either become brutal, or basically ignore everything they can.
Good. Better to have it unambiguous and out in the open. Americans, learn from this as you "Back the Blue" - they will obey whoever signs their check.
