In the video he calls it an EMP generator, not jammer. It appears to only work on devices when in physical contact with them. I'd suspect that it simply overloads the device circuits causing it to overload. The wires in the EMP generator are too small to transfer much power. Additionally, the internal wires should act as an antenna if there really was an EMP created, thus destroying the internals of the generator and making it single use. I also suspect you might get a nasty shock if you touched the wire coil while energized. Scam!
